Beginning January 1, 2019, a recent regulation imposed by the Ministry of Manpower (MOM) mandates that employers refrain from withholding money that rightfully belongs to their foreign domestic workers (FDWs), including their earned salaries. This measure is aimed at resolving disputes related to finances, which benefits both employers and FDWs. Employers found to be retaining their maids’ earnings could face severe penalties, including fines of up to $10,000 and imprisonment for a maximum of 12 months.
As per a statement from the Ministry of Manpower (MOM), the practice of employers holding onto their maids’ funds creates inconvenience and potential risks for both parties. FDWs, lacking direct access to their wages, must frequently rely on their employers for financial needs, leading to recurrent requests. Moreover, employers must meticulously monitor and return the correct amount of money to their workers, increasing administrative complexities.
Employers are legally obligated to promptly remit the salaries of their FDWs in full.
This new work permit condition aligns with the recent announcement imposing borrowing restrictions on foreigners residing in Singapore, including foreign workers and domestic helpers.
